
JOB TITLE: Qualified Professional – Psychosocial Rehabilitation (PSR)
SCHEDULE: Monday-Friday, Full Time
LOCATION: On-site
Wilmington, NC-New Hanover
GENERAL STATEMENT OF DUTIES:
The Qualified Professional (QP) managing the Psychosocial Rehabilitation (PSR) program is responsible for overseeing the daily operations, implementation, and development of the PSR services in accordance with North Carolina state regulations. The QP will provide supervision to staff, ensure program adherence to therapeutic models, monitor participant progress, and foster a supportive and therapeutic environment for individuals with mental health challenges.
REQUIRED EDUCATIONAL/EXPERIENTIAL QUALIFICATIONS:
- Education:
- Master’s degree in a human services field (Social Work, Counseling, Psychology, or related field) required.
- Experience:
- Minimum of two years’ experience as a Qualified Professional (QP) in behavioral health services required.
- At least two years of experience working with individuals with severe and persistent mental illness in a psychosocial rehabilitation, partial hospitalization program, or inpatient setting.
- Experience managing or supervising clinical staff preferred.
- Knowledge and Skills:
- Strong understanding of Medicaid regulations, North Carolina mental health service requirements, and evidence-based practices in PSR.
- Ability to develop and implement person centered plans (PCP) in collaboration with a multidisciplinary team.
- Excellent communication, leadership, and organizational skills.
- Proficient in electronic health records (EHR) systems and proper documentation practices.
POSITION HIGHLIGHTS:
- Program Management:
- Oversee the day-to-day operations of the PSR program, ensuring compliance with North Carolina Medicaid and state regulations.
- Ensures program operates at minimum 5 days per wk for 5 hours per day.
- Develop, implement, and update individualized Person Centered Plans (PCPs) in collaboration with program participants and their families or caregivers with appropriate consents in place.
- Ensure services are delivered in line with evidence-based practices, such as Cognitive Behavioral Therapy (CBT), Dialectical Behavior Therapy (DBT), and person-centered approaches determined by program leadership.
- Supervision and Leadership:
- Provide supervision to program staff, including paraprofessionals, peer support specialists, and other staff.
- Conduct regular team meetings, provide ongoing training, and ensure staff adhere to clinical and ethical standards. Staff meetings are held at minimum once per week.
- Oversee the intake and assessment process for new program participants, ensuring that eligibility criteria are met and coordinated with the New Hanover 615 Shipyard Clinical Intake Team.
- Client Care and Support:
- Monitor client progress and outcomes through regular review of treatment plans, goal setting, and adjustment of services as needed.
- Provide direct clinical interventions to participants when necessary, including individual and group support sessions.
- Facilitate group sessions focused on developing life skills, coping mechanisms, social skills, and independent living strategies.
- Compliance and Documentation:
- Ensure accurate and timely documentation of participant progress, treatment plans, assessments, and services provided in compliance with Medicaid and state standards.
- Prepare reports for internal reviews, audits, and external funding sources as required.
- Ensure documentation criteria are met. State requires at minimum of one full weekly service note per client.
- Ensure billing is gathered and accurate.
- Collaboration and Communication:
- Serve as the liaison between the PSR program, internal departments at Coastal Horizons Center and external community-based services, healthcare providers, and families.
- Coordinate care and referrals to other services when needed, including vocational training, housing assistance, mental health, primary care, and educational services.
- Advocate for the needs of participants in the program and collaborate with community stakeholders to enhance service delivery.
- Program Development:
- Continuously assess and improve program structure and services based on participant feedback, clinical outcomes, and best practices in psychosocial rehabilitation.
- Co-facilitate and hold an advisory meeting at minimum one time per quarter.
- Develop new initiatives or partnerships to expand the reach and effectiveness of the PSR program.
